(and yes, there are econonmy mods, vehicle mods, armor mods etc. So there is a parallel - a mod that completely changes how settlements work - I would say is on par with some of the mods you mention for skyrim.
The combat mods you mention for skyrim - they just change combat - they don't change the economny, how quests work, how dragons fly, etc - just combat. Sim Settlements 2 (SS2) VASTLY changes the game - it is a completely different settlement paradigm.
